- Read and agree to the service terms and conditions.
- A convenience fee of $2.95 will be charged by the vendor. Spokane County does not receive any portion of the convenience fee.
"e-Pay"
- Enrolled customers will have the option for one time or recurring payments using checking or savings.
- Options also include paperless statement notification.

- Create a User ID and Password.
- Read and agree to the service terms and conditions.
- There is no fee for using this service.

What browser is best for viewing the website?
You will need to use Internet Explorer 5.01 or higher. Broadband or High Speed Internet is recommended for best performance.
Is my financial and personal information secure?
Yes. FIS manages the application using VeriSign's industry-standard secure server software (SSL) for all transactions. For your protection, all transaction information is encrypted when it travels over the internet.
What should I do if I can't locate my account?
Please contact our office at (509) 477-3604, 8:30 a.m. - 5:00 p.m., Monday through Friday with the exception of major holidays.
If I enroll in paperless statements, will I continue to receive my bill by mail?
No. You will receive an email notice that your bill is available for viewing. You will no longer receive paper bills; however, if you forget to pay by the due date, late fees will be assessed.
When is my monthly bill due?
Payments for the monthly sewer services are due by the 25th day of each month or the following business day should the 25th fall on a weekend or holiday. If the charges on a monthly sewer bill are not paid when due, there shall be added to the charges a one-time late payment penalty of ten percent (10%) of the latest billed amount. Additionally, eight percent (8%) interest per annum (per year) will be applied to all sewer charges that have not been paid by the due date from the date due until paid.

Payment Responsibility
All sewer charges, fees, penalties and interest shall be paid by the property owner or by a tenant or agent whom the property owner has authorized in writing for the Environmental Services to bill; provided that each property owner shall remain fully responsible for all sewer charges, fees, penalties, and interest with respect to his/her property, whether such charges were incurred by or on account of him/herself or on account of some other person or business.
What if I don't receive the eBill notification?
Notifications are sent to the email address that you specify when you sign up. If you don't receive a notification, double check that you provided a valid email address. Failure to receive sewer bills will not relieve the property owner from the obligation to pay.
What should I do if I forget my UserID or password?
Access the "forgot your password?" or "forgot your UserID?" links in the login page.
Is it possible for me to authorize payment for more than one account?
Yes. Each payment needs to be submitted separately. Additional fees may apply.
How quickly will my payment be applied to my account?
Please allow approximately 4 business days for your account to reflect the payment.
Will you send me a confirmation of my payment?
Yes. An email confirmation will be sent to the email address you provide.
Can I change my billing account information on-line?
No. To make a change to your sewer billing account please contact our office at (509) 477-3604, 8:30 a.m. - 5:00 p.m., Monday through Friday with the exception of major holidays.
How do I cancel my e-Pay account?
Please see "Remove Account" option located in your e-Pay account Inbox.
